The year 2025 opens with a three-year Action Programme of the National Labor Inspectorate PIP (2025-2027). Intensive control and preventive activities have been planned, covering over 55 thousand inspections and a number of preventive and promotional campaigns that will reach at least 40 thousand entities. PIP inspections – what awaits entrepreneurs in 2025?
In 2025, PIP will focus on control and supervisory activities aimed at improving work safety and protecting employee health. Inspectors will analyse data on accidents at work and will also take into account signals from entities cooperating with PIP. The subject of inspections will include:
- Elimination of direct accident hazards – including compliance with applicable labour law provisions, in particular occupational health and safety, analysis of documentation from post-accident proceedings and checking the correctness of data contained in the ZUS IWA form
- Reducing the impact of harmful factors in the work environment – including inspections of the proper protection of employees exposed to carcinogenic, mutagenic or reprotoxic factors and counteracting the negative health effects associated with the risk of exposure to asbestos dust at work
- Checking the legality of employees’ employment – the correctness of the basis for performing the work, in particular the justification for concluding a contract other than an employment contract, will be checked
- Inspection of civil law contracts – inspections will include, among others, compliance with the obligation to pay persons accepting orders or providing services based on civil law contracts, remuneration in an amount not lower than the minimum hourly rate
- Employment control of foreigners – analysis of issues related to the performance of work by a foreigner in Poland, legality of stay, obtaining a document legalizing work and assessment of the conditions of work performed

Who will be covered by the planned inspections in 2025?
The National Labor Inspectorate (PIP) in 2025 will focus on inspections in sectors with an increased risk of accidents and violations of workers’ rights. Particular emphasis will be placed on compliance with regulations regarding occupational health and safety, legality of employment and the rights of employees, especially those belonging to particularly protected groups.
Entities covered by PIP inspections in 2025 include:
- Higher risk sectors:
- Mining
- Construction
- Power engineering
- Forestry
- Agriculture
- Entities employing people with disabilities:
- Sheltered workshops
- Professional activity centres
- Open labour market companies
- Maritime and inland navigation enterprises:
- Owners of floating units (seagoing vessels, inland vessels, submersible vessels)
- Entities operating in the field of liquid fuels:
- Enterprises obliged to fulfil the obligations under Article 23r, sections 3 and 4 of the Energy Law
- Retail outlets:
- Control of employee working hours
- Entities employing foreigners:
- Particular emphasis is placed on employers employing people from countries with an increased risk of illegal migration
- Temporary employment agencies and user employers:
- Monitoring compliance with regulations regarding temporary workers
- Road transport companies:
- Control of regulations regarding the posting of drivers
Prevention before PIP inspections – key steps for employers
In order to minimize the risk of negative consequences of PIP inspections, entrepreneurs should immediately take preventive measures, including:
- Analysis of civil law contracts – carefully check whether the nature of the contracts corresponds to the actual conditions of work performed by employees
- Organizing documentation – preparing and updating work regulations, working time records, payroll and employee contracts, developing procedures required by law
- Constant adaptation to legal changes – new regulations should be monitored and implemented, especially in the area of work-life balance and flexible forms of employment, and staff should be trained on the new regulations
